Never mind, I found the fix for this, but in case anyone else is having the same problem, here is how I fixed it: With the MAIN report opened under "design" view, I right-clicked on the "detail" part of the report (the border separating it from the report header) and selected properties. There is a "can shrink" option there as well, which was set to NO. I changed it to YES and that fixed the problem.
